We are only one of a few private law firms in the country dedicated solely to plaintiff's civil rights, disability rights, family issues, and public interest representation.  The firm was founded by Tom Kennedy in 1994, following a 20-yr. career in several legal services programs.  Anne Hillyer joined the firm in 2008 and Heather Navarro joined us in 2009.  Our office administrator is Althea Respess.  Our offices are located at 112 Front St. in Alton, Illinois, and 230 S. Bemiston, Ste. 800, in Clayton, Missouri.  We serve clients throughout Illinois and Missouri.
